Une Approche Française de la Géopolitique

L’objectif de cette conférence est de vous présenter l’approche de la géopolitique qui est la nôtre au Collège Interarmées de Défense à Paris.
La présentation de cette approche sera l’occasion de constater quel intérêt cette discipline peut présenter pour votre pays. La géopolitique, nous le verrons, est une approche particulière des relations internationales. Votre grand pays, celui qui accueillit la fameuse Conférence de Bandung de 1955 a déjà une forte et longue tradition à la fois dans la pratique et dans l’étude des relations internationales. L’Indonésie possède de nombreux centres d’études, des think tank, tel celui qui m’honore aujourd’hui par son invitation. S’agissant de la géopolitique en revanche, la perception est peut-être ici pour certains, comme d’ailleurs dans de nombreux pays qui sont victimes, d’une conception réductrice et orientée de cette matière, au premier abord de la méfiance.


Il est vrai que l’histoire de la géopolitique, de Karl Haushofer, géopoliticien de « l’espace vital » du IIIe Reich, jusqu’aux découpages du Moyen-Orient prônés par certains théoriciens israélo-américains néo-conservateurs, en passant par le célèbre Mackinder et sa théorie du heartland, a prouvé que cette matière pouvait parfois rapidement passer de la compréhension du monde au remodelage des Etats.

Or comme vous le savez, ce n’est pas le refus de la science qu’il convient d’opposer aux mauvaises pratiques de celle-ci, c’est au contraire la vraie science.

Je vais donc commencer par définir cette discipline.

Nous définissons la géopolitique comme l’étude des relations politiques entre trois types de pouvoirs, les pouvoirs étatiques (Etats), les pouvoirs intra-étatiques (mouvements sécessionnistes, rébellions…), les pouvoirs trans-étatiques (réseaux criminels, réseaux terroristes, multinationales…), à partir des facteurs de la géographie physique (situation du territoire, caractéristiques du territoire), de la géographie identitaire (ou géographie des populations), de la géographie des ressources.

The New Approach in Geopolitics and
Its Implementation in Global Change


The objective of this conference is to present to you the geopolitical approach embraced and taught at the International College of Defense, Paris. The presentation of the approach, hopefully, would be a good opportunity to identify which interest that this discipline could offer to your country. Geopolitics, as we will see, is actually a special approach within the international relations. Your big country, the one which held the famous Bandung Conference (Asia Africa Conference/ Konferensi Asia Afrika) in 1955 has been already possessing a strong and long tradition both in term of practical as well as study of the international relations. Indonesia has a number of study centers, as well as think tanks, one of which gave me the honor today to be present here before you. Concerning geopolitics, I perceive that the perception held in here, for sure, as it is in many other countries which have also been victims, is a reductionist conception and is oriented, in this matter, primarily on the basis of suspicions.

It is true that the history of geopolitics, as Karl Haushofer, a geopolitics analyst on “l'espace vital” of the IIIrd Reich, until the cut-out of the Middle East that is commended by some Israeli-American theoreticians of neo-conservatives, as well as the renown Mackinder and his theory of heartland, has proven that this matter often used to be passed from the comprehension of the world on the remodeling of states.

And yet, as you can see, it's not a sign of refusal of science if someone tries to oppose the malpractices of this notion; instead it is a real science.

Therefore, I will now begin my presentation by defining this discipline. Indeed, we define geopolitics, as the study of the political relations among three types of powers, namely the power of the state, the power of intra-states (secessionist movement, rebellion, etc.), the power of trans-states (crime network, terrorist network, multinational company, etc), from physical geographic factors(situation of the territory, characteristic of the territory), identity geographic factors (or the geographic of population), as well as of geography of resources.
